Reciting psalms in the night

I understand that the custom is not to recite Psalms in the night. Can one recite them after midnight, for instance 1-2 am? Can one recite psalms on Thursday and Shabbat night?

Why isn’t there a blessing for repenting?

Why didn’t the sages ordain a blessing to recite over the commandment to repent just as they ordained for many other positive commandments? I imagine the commentaries have an answer and would be happy to hear what they have to say.

Does G-d really love us?

I saw that the Rambam says that a Jew who repents has changed his status from being hated by heaven to one who is loved and favored by heaven. When a Jew is repenting, does he realize that he was hated before? This is a tough concept.
